Terms of Use

By registering and using Plumer, you agree to the following terms.
1. What Plumer is
Plumer is a messenger for conversations, group chats, public channels and voice/video calls. The Service is provided free of charge with no warranties of any kind as to quality or availability.
2. Your account
- You must be over 13 (or older — as required by the laws of your country).
- You are responsible for keeping your password safe. Plumer does not compensate for losses from an account takeover if it happened through your fault.
- The email you provide must be a working one — it is used to recover access.
- You can delete your account at any time — in the app (Settings → Delete account) or on the plumer.ru/account/delete page. The deletion procedure and data handling are described in the Privacy Policy.
3. What is prohibited
Plumer enforces a zero-tolerance policy toward objectionable content and abusive users. Using Plumer for any of the following will result in your account being blocked without warning:
- Spam, phishing, distributing malicious links and files.
- Threats, harassment, and incitement of hatred on any grounds.
- Sexualized content involving minors.
- Distributing material that infringes copyright without the explicit permission of the rights holder.
- Attempts to attack Plumer's infrastructure, circumvent access restrictions, or exploit vulnerabilities in the absence of a public bug bounty program.
- Automated use (bots) without approval from the administration. The exception is the official bot API available to channel owners.
4. Content
- The messages, files and media you send remain your property.
- You grant Plumer a limited license to store, transmit and display this content as part of operating the service.
- You are responsible for the content you send. Plumer does not moderate private messages but reserves the right to remove content that violates section 3.
5. Reports and moderation (UGC)
Plumer supports user-generated content (messages, media, profiles) and maintains a zero-tolerance policy toward objectionable content and abusive users.
- You can report any other user's message (message menu → «Report») or a user (on their profile page) — both in the web version and in the mobile app.
- You can block any user on their profile page — a blocked user will not be able to message you.
- We commit to reviewing reports we receive and removing offending content and/or blocking offending users within 24 hours of receiving a report.
- By submitting content, you agree not to post the material listed in section 3. Violations result in removal of the content and a ban.
6. Calls and media
Voice and video calls are carried over LiveKit. Plumer does not record calls and does not store media streams.
7. Termination of service
We may suspend or discontinue the service at any time without prior notice. In the event of Plumer shutting down, we will try to notify users 30 days in advance by email.
8. Limitation of liability
The Service is provided «as is». Plumer is not liable for lost profits, loss of data or other damages, except where required by applicable law.
9. Governing law
Any disputes are resolved in accordance with the laws of the Russian Federation.
